
A city in New York needed an application that would completely change the way they collected real property data. The city had not collected data since the 1950's so a re-examination of every parcel in the city would be necessary. The application had several requirements including the ability to run in the field on a Windows Tablet PC. The application would allow a field data collector to record information such as number of bedrooms, bathrooms, square feet, and improvements such as swimming pools, fences, and porches. In addition to this the system had to have the ability to capture photographs and draw sketches of the property. When the collector was finished for the day, the unit would be returned to the office and would synchronize itself with the city's main database (sending changes up and receiving any changes down). The data would then be used by the assessor to calculate taxable values of a property and by emergency personnel.
We worked as project leader and led a joint software developer team including employees of the prime contractor. The project is a desktop application written in C# and used a combination of Microsoft SQL Server and Sybase SQL Anywhere.
